Message	IDOT spouts some numbers about construction workers killed to justify this rip-off. Turns out they are counting all workers killed in construction zones even when it has nothing to do with the driving public (getting killed by their own equipment or other accidents). Instead of the forty-something number killed they are using it was only 2 or 3 by the driving public - can't remember exact numbers. Another fine example of revenue enhancement by the Illinois government.
